Meta Ads for Restricted Brands in the UAE: The Compliance Layer US Playbooks Miss

Meta's Advertising Standards apply the same way in the UAE as anywhere else, but restricted verticals face a second layer of local law on top of them. Anyone publishing promotional content in the UAE has needed a National Media Authority Advertiser Permit since February 1, 2026. Crypto and finance ads fall under Dubai's VARA Marketing Regulations even when the advertiser holds no VARA license. Med spas and aesthetic clinics need Dubai Health Authority or MOHAP pre-approval before the ad goes live, and cannabis has no legal path in the UAE at all. A Meta-approved ad can still get pulled, fined, or reported by a UAE regulator that has nothing to do with Meta.

Does Meta run different ad rules in the UAE?

No. Meta's Advertising Standards are the same global policy set we work with for clients in New York. The classifiers that scan creative, copy, landing page, and account history do not change by country. What changes is what sits on top of Meta's approval. A campaign that clears Meta review in the UAE still has to clear UAE regulators separately, and those regulators can act on a live ad that Meta already approved. The mistake we see most often: a brand treats "Meta approved it" as the finish line, runs the same account setup and creative it uses in the US straight into the UAE, and gets a takedown notice or a fine from a body that has nothing to do with the platform.

What is the UAE Advertiser Permit, and does my brand need one?

As of February 1, 2026, the UAE's National Media Authority requires an Advertiser Permit for anyone publishing promotional content on social media or any digital platform, paid or unpaid. This covers brand pages running Meta ads, not just individual influencers. To get one, you need a trade license that covers media or advertising activity, then you apply to the NMA directly. Processing typically runs two to four weeks. Fines for publishing promotional content without the permit go up to AED 1,000,000, plus possible account suspension.

If your brand is based outside the UAE but targets UAE consumers with paid Meta ads, get local legal counsel on whether the permit applies to your specific structure before you turn on delivery. This is not something to guess at, and the fine range makes it expensive to get wrong.

How do VARA's marketing rules affect crypto and finance ads?

Dubai's Virtual Assets Regulatory Authority Marketing Regulations took effect October 1, 2024, and they apply broadly: to any business marketing virtual assets to UAE audiences, whether or not that business holds a VARA license. The regulations cover paid ads, influencer posts, sponsored content, and even educational material distributed on Meta platforms. The core rules: only promote VARA-licensed entities, never claim guaranteed returns, include risk disclosures, and stay away from anonymity-enhanced cryptocurrencies entirely, those are barred outright. Breaches carry fines from AED 100,000 to AED 5,000,000 and can end in license revocation. A crypto ad that would pass Meta's own financial products review can still violate VARA if it promotes an unlicensed platform or implies a guaranteed return.

What do med spas and aesthetic clinics need before running Meta ads in Dubai?

Every medical or aesthetic ad in the UAE needs pre-approval from the Dubai Health Authority, or MOHAP nationally, before it runs. That includes Instagram posts, Reels, and Meta paid campaigns, not just print or broadcast. DHA rules for aesthetic marketing are specific: no guaranteed outcomes, no before-and-after imagery without documented patient consent and a disclaimer, no "best," "leading," or "number one" claims without evidence behind them, and no naming prescription products like Botox in public-facing copy. The clinic's DHA facility license number needs to be visible on the account, and content needs Medical Director sign-off before submission. Even after DHA approval, most social healthcare ads still need a separate MOHAP license to run on social platforms. Plan for a longer runway than a US med spa launch.

Does the same layer apply to peptides and nutraceuticals?

Largely yes, at one remove. Nutraceutical and supplement products sold or advertised in the UAE fall under MOHAP's product registration and marketing rules, separate from Meta's own Health and Wellness Advertising Standards. Meta itself does not check whether a product is MOHAP-registered, but running claims-heavy peptide or supplement creative into the UAE without that registration is a legal exposure that has nothing to do with whether the ad clears platform review. Keep the same claims-based discipline we use for the US market: no disease claims, no guaranteed outcomes, cite the substantiation you actually have, and confirm product registration status before scaling spend into the region.

Why doesn't the cannabis playbook work in the UAE?

It doesn't, and there's no workaround. Cannabis is illegal under UAE federal law, full stop. There is no licensed retail channel for the compliant bridge funnel architecture we use for dispensary clients in New York to land on. If a brand runs cannabis creative anywhere in a global campaign, exclude the UAE and the wider GCC from geotargeting entirely rather than relying on Meta's own restricted content filtering to catch it. This is the one vertical where the answer is simply don't, not manage the risk.
